This report reviews the process and procedures that currently apply to congressional consideration of foreign arms sales proposed by the President. This includes consideration of proposals to sell major defense equipment, defense articles and services, or the re-transfer to third party nations of such military items.

Kyrgyzstans Closure of the Manas Airbase: Context and Implications

In February 2009, Kyrgyzstan announced that it was terminating an agreement permitting U.S. forces to upgrade and use portions of the Manas international airport near the capital of Bishkek to support coalition military operations in Afghanistan. If Kyrgyzstan does not reconsider its decision, U.S. forces have until late August 2009 to leave the airbase. Major U.S. concerns include working out alternative logistics routes and support functions for a planned surge in U.S. and NATO operations in Afghanistan. Possibly cooler security ties with Kyrgyzstan also could set back U.S.

NATO's 60th Anniversary Summit

On April 3 and 4, 2009, the heads of state and government of the 26 members of the North Atlantic Treaty Organization (NATO) will meet in Strasbourg, France, and Kehl, Germany for a summit marking the 60th anniversary of the alliance. The summit will be one of three stops on President Obama's first official visit to Europe as President. Alliance leaders are expected to use the anniversary summit to pay tribute to NATO's past achievements and to reaffirm their commitment to the alliance as the preeminent transatlantic security framework.
